After commitf382fb0bce("block: remove legacy IO schedulers"), blkio.throttle.io_serviced and blkio.throttle.io_service_bytes become the only stable io stats interface of cgroup v1, and these statistics are done in the blk-throttle code. But the current code only counts the bios that are actually throttled. When the user does not add the throttle limit, the io stats for cgroup v1 has nothing. I fix it according to the statistical method of v2, and made it count all ios accurately. Documentation/admin-guide/README.rst first.
In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``. The formatted documentation can also be read online at:
https://www.kernel.org/doc/html/latest/
There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
