* Additional falling improvements
- Allow players to push people over when right clicking on them
- Only announce a fall if the player pushed them over
- Change falling to a debug setting, defaulted to false.

- Renames canPeeOrPuke to canPeePukeOrFall
- Adds falling as a debug menu item

button for mouse panning can be toggled to be the middle or the right mouse button ( #2375 )

* mouse panning button can be toggled to either the middle or right mouse button
* revert back changes that werent suppose to be pushed in ui.lua.
* removed right mouse pan option from ingame options menu; changed toggle button text to be more clear; right mouse pan option now gets written to the config.txt;
* accidently overwritten prevent_edge_scrolling and capture_mouse defaults - reverted this
* added right_mouse_panning option to config_template
* renamed panning to scrolling to stick to one term
* renamed buttonRightMousePanning to buttonRightMouseScrolling
* fix suggestions
* Fix misleading comment and variable name
* Changed comment to loadoc comment
